Those not present are merely marked down as abstaining unless they have provided their vote ahead of time, which many of those who "walk out" will have done. There is a minimum necessary requirement in order for the session to form a quorum, which is just a fancy way to say starting a meeting. Since this is a committee vote and just for a formal recommendation, they can hold it even if the Democrats refuse to participate. Offline
