The issue was the entire thing was screwed by poor follow through on the government's part. Which Michelle only had influence over one part of.
Or are we going to pretend Obama had some control over the United States budget and intentionally screwed his wife's plan over? Also, school defunding thanks to Dubyas NCLB dumbassery wasn't helping anything. And if by nobody, you mean Nausi and Saevel, then no opinions of value were lost.

Yes, Obama has a lot of control over the US budget. He signed his first proposed budget, slightly adjusted by Congress and then his second proposed budget, again slightly adjusted by Congress. After the first of many shellackings his party has been receiving since he was president, there hasn't been a budget-oriented appropriations bill signed into law (just continuing resolutions for the last 6 years of Obama's term) since. So, yes, Obama has a lot of power when it comes to the United States budgets. Not only does he provide the general framework of said budgets, but he also signs such budgets into law.
