I forgot that all parts of our government needs to fall in line with the president.
It's a freaking presidential appointee with a high turnover rate. Look at this list and see how many Deputy Attorney Generals serve under multiple presidents. If you have a problem with that, you have to realize that it's not a Trump issue. New president comes in, old deputy attorney general goes out. It's clockwork.
Then why didn't the appoint a new AG when Trump became president? They requested that she serves under the AG.

I disagree with the statement that he was never did any investigations, just a random attorney. He handled investigations as a DA.
As to the other agents available after Comey leaves, sure there are. The question is will they still be investigating or will the operation gradually lose all resources to run it?
