It's got no magic accuracy on it, so it's probably not going to be worth using.
Trilling Dagger and Chatoyant Staff builds for Trueflight can theoretically hit harder than a Malevolence x2 build by the nature of their style of boosting vs. a straight MAB bonus. But as Snaps points out, the lack of iLvl Magic Accuracy on these two weapons severely hurts their capabilities on anything worthwhile.
When I tested my builds with Chatoyant Staff, yes my cap did raise, however I was facing a 50% resist rate on anything CP mob level or higher. The minute I went back to Malevolence x2, zero resists, end of story. (don't be a jerk and say that all things in the game even at max accuracy have a chance to resist, I'm aware, but it doesn't close the sentence nearly as well)
Try it out, I'd suggest if you do use Trilling Dagger make it your offhand with a well augmented Malevolence in the main. That should help at least offset the negatives of Trilling.
