You are wrong in 2 things ..In a situation when procs are neded BLM/SCH has it covered ...in a situation where you just nuke to your heart's content BLM still wins cuz if you try to conserve mp with strategems you'll never touch BLM's dmg if you don't your miserable MP pool wont last you long and if you pull hate your done for

I don't think the OP understands that fast cast only does anything to recast timers if you finish casting in fast cast gear, can't have it both ways, best damage nukes and 80% FC for recast on spells.

With haste from Spell and FC from Arts and /RDM, SCH can still spam tier V and tier IV spells back to back.
80% FC only lets you match BLM on CASTING TIME.

OK before another person makes a *** comment about parsimony the only occasion you would ever use it is when mp conservation for all jobs is required, IE: no atmas, no temp items. Sch has the advantage over blm in this case because sch has better sublimation than /sch, has parsimony and has the ability to use convert with /rdm. Blm would have /sch sublimation and parsimony.
