Japan doesn't do Daylight Savings Time despite the idea being introduced many times, in part due to the Ministry of Education's concerns about an extra hour of daylight's impact on school performance.

Pretty much yea, usually you should be able to download patch 30mins before maint ends, and you still can't, so 40mins to go(atleast)

They usually adjust for DST correctly. In this case it seems they meant 23:00 PST instead of PDT. It's still only 22:~~ in PST, though no one actually lives in this timezone at this time of year.
