The only think you need to balance everybody else to Jedi/Sith is to be specific that they are beyond the standard grunt to start with. Also consider that Jedi and Sith depicted in the movies are the best of the best. Think of a low- and mid-level Jedi as Luke at the end of A New Hope and later in the middle or so of TESB. No crazy force powers, no trained blocking of blaster shots. If anything he's a worse soldier/pilot for sake of all the time and effort he wastes learning Jedi tricks. Take this concept a step further and you realize that you're talking high-to-capped 'level' Jedi with Obi Wan, the high council, and perhaps all or most of the Jedi and Sith depicted in the second trilogy. Ubiquity would be a Jedi's enemy as well - there would be a lot of technology dedicated to defeating them (likely developed by and for Bounty Hunters) that would be simply useless by the beginning of the original trilogy. IIRC, Clone Commandos are a genetically modified trooper instead of a straight-up-Jango. Get specific about players being more than basic and you can easily give them skills and abilities to be on par with Jedi and Sith. If anything, Bounty Hunters should be the rude and broken class, and just as in Galaxies the class intended to counter Jedi. What I'm getting at is not all Jedi are the lifetime-trained killing machines depicted in film and novel, and this opens up a whole leveling path that can include utter-suckage at the beginning (ala that scrub Luke, lawl).
