Did a quick search of Cape Terrigan.
Turns out Yataru was there again.
Waltzing for all the bunnies that he can see.
Trying to level up his D-N-C.

The lizards and the rabbits know Yataru's name.
SE forgot to tell him there's more than 1 zone in the game.
So if you're there look for a taru with +7 stats on his hat.
From beating up an old man fifteen times with a bat.

So if you're ever in the Cape, you can send him a /wave.
And bug him to craft you some HQ staves.
