BIS for all things Monk (besides VIT modified). We can complain that this "isn't a black belt", but its still is the BIS DT and tp belt to date, for any jobs in the game. MNK/PUP made out like a bandit here.
Haste is on nearly every item in the game, so I'm very happy they didn't decide to make Haste+20%.
It certainly could have been worse, given SE's history with h2h jobs.
But it says DEX! Not Accuracy! How can we know how much accuracy it gives if it doesn't say it right there on the belt! If only there was a formula that would determine how much accuracy it gave ....
