You can't just buy them outright from an NPC, you've gotta flag an Op first.

1) Go to Abyssea - Attohwa, Misareaux or Vunkerl.

2) Conflux 0.

3) Talk to the Resistance Sapper & flag Ward Warden II (others are also applicable but this is the one that I use).

4) Talk to the Chocobo Tamer, who will sell you items for cruor including the blinkers.

I was able to NPC them in home nation for 529g a piece. May not seem like a lot more but that extra gil can really add up.

Maybe it's just me...but has anyone else noticed "hacking" incidents occurring more frequently since these got nerfed? Time for statistical analysis!
