If I am skilling shield and i use reprisal will i get skills for blocks caused by the spell or only those that would have happened anyway?
You'll get skill for every block, there is no way to differentiate from those caused by reprisal and ones that would have been blocked anyways.
Reprisal increases your chance of blocking. So in a way you can argue that its because of reprisal that you are blocking more.
Yes it increases your chance of blocking, but are you going to sit there and tell me that SE wasted resources on making the server be able to differentiate between what's a reprisal block vs what's not?
this is SqEx we're talking about, any amount of resources spent on useless calculations is possible, lol.

It's most likely something simple such as increasing the block rate % by X amount, skill up is treated as normal on blocks under reprisal effect.
Can't imagine it being more complex than that. Never really did a skill up strat for shield though, capped it tanking Gods in sky lol
