I don't think we fully understand what is the limitation there.
Someone suggested each player has an internal 72hrs cd, so if you get a ??? then it moves but 72hrs haven't passed since last time you git, you will not be able to get the new one.
It's just a theory. Go and check what happens to prove it wrong or right!

You should be able to get "back to back" ??? if you get one ??? just before it disappears, then get the next one right as it appears. The exception seems to be when the zone is reset after an emergency maintenance, then its not understood if you'll be allowed to get the bonus 3000 from the next ??? that spawns or not.

So there is indeed an internal cooldown of sorts for each player.
But maybe 72hrs isn't the right amount, maybe it's 60?

I have tried it before too, around 48h later and couldn't get it.
I definitely was able to get two ??? around 24 hours apart in more quick succession, there was a monthly maintenance in between though so that is probably just a special case.
