Because cigars cannot be entirely smoked, a hobo who collects cigar butts can make a cigar to smoke out of every 5 butts that he finds. Today, he has collected 25 cigar butts. How many cigars will he be able to smoke?

Correct, however they cannot be entirely smoked leaving 1/5 of a cigar butt left. That means he'll have another full one by the time those 5 are smoked. Giving him 6 full cigars to smoke with a cigar butt left after.

Kinda a partial riddle, I assume you are asking why the one that stood still stayed dry? I'll say he arrived early before the rain started while the other four were late.
Nah it's 26, after the first 5, he can make one, then use the butt from that one help make the next one, meaning he only has to get 4 more butts for another cigar, not 5. So he needs, 5, 4, 4, 4, 4, 4, which is 25 butts, 6 cigars.
Bah, I was too slow and I said 26 instead of 6 <_<
