Not exactly, it will keep going past 10000, but yes every multiple of 10000 gives the title. Source: me trading 30,000 times for the stupid things (created an addon for it and due to how the NPC worked, my first 10000th trade skipped the title lol).
Essentially, when you trade a green with/without food, the server will reply back with the current total, and if it's a multiple of 1000 you get a unique extra message and if it's a multiple of 10000 you get a unique cutscene flow that rewards the appropriate title. So yes, it's whichever character trades for the multiple of 10k, and you can use multiple alts to speed it up (but be careful which one hits it).
And yes, that does mean I now have an addon that will auto-trade up to 9999 times, both with using food and without. Skips the cutscene too so each cycle only takes a few seconds. It still takes literal hours to complete, and if someone cheeky is standing by, they could theoretically snipe the final trade lol.
