anyone know at what point fotia and ele obi are obsolete for end game/ what kinds of gear outclasses these?

This. As a general rule WS with low FTP (especially those with FTP transfer across all hits) get high benefit off fotia neck/waist. Check on BG wiki/FFXI AH guides for the best gear for each WS.

Tl;Dr; They are still very relevant, do not throw them away.
