There is practically no tactic that is exclusive to one side, yet that doesn’t stop you from trying. But there are many tactics that are more strongly aligned to one side, and this is a strong contender for one of those.

It's a huge stretch to say he was talking about the virus itself. Just because you want your victory against Trump doesn't mean you get to destroy Occam's Razor in your attempt. Even twisting it far enough to claim that "the damage this virus will cause" is still technically calling the virus itself a hoax. But he didn't do that.
