I think the linkshell option appeared a bit faster than usual.
I guess that ssome improvement? Right after maint before everyone gets on everything works like it should. inventory loads fast, chat comes up quick, zones load, ah doesnt take 20 minutes to populate

As a general rule, everything they say isn't to say it.
It's to make an excuse about why they can't (won't!) do "this" IE: we are unable (won't) "fix" "that" because "inability" (lazy/understaffed/no money/pick your poison) Did you hold a funeral for the tv?
