Yes it lacks the Phys Damage limit, which still have no mean to evaluate how powerful it's gonna be.
Regardless of how powerful that will be, this is still by far the best BLU TP neck I'd say?

Crafted weapons are and state as much, will probably be a bit before we see how REMA augments are affected since it will take a couple steps for people to get an actual augment on one.

So, what's left to farm then? Delve mats were devalued due to Login campaigns, Vagary was devalued due to RoEs, now REMA stones. That leaves Salvage, Dynamis, Gain-Exp, VW, Ambu. First two are mediocre gil/hr, Ambu is limited per month and Gain-Exp is a botfest. VW is barely even worth it and limited.

With Regal Neck bolters I'm only getting +22% run speed with an 11 roll.

That's limited to Asura. Shards are much cheaper on my server and take ages to sell.
And farming an event on a 60-hours lockout isn't exactly what I'd call viable.

Can you test your Idris potency and see what you're at on an indi refresh? see if its all the geo/cor ++ gear thats' busted or new stuff as well.

Someone already said Idris and Dunna both not working a bit earlier. Looks like all the COR/GEO potency gear is borked.
Amazing they break them right during one of the most annoying ambuscades they've ever put out.
