While not mentioning their active investigation into Page who’s part of the Trump campaign. They in fact had the new emails as early as Sept 2016 but needed to investigate them in order to present their findings to the Public Integrity Section of the Criminal Division. That division needed to review and give approval before the FBI could make any announcement that could potentially impact a campaign during an election year. There are a lot of known moving parts in terms of protocol this memo over looks in order to be substantial. It's like the FBI paying Jose over on the corner to "produce" fake documents showing your defrauding the government on your taxes and using those "documents" to get a secret warrant to spy on you in the hopes of finding evidence your actually doing something wrong. That is illegal and highly corrupt. The Democrats go crazy when Police are caught planting evidence and breaking the law but when it's their team doing it suddenly it's ok. Think of it like Trump using the fbi to spy on obama by having alex jones wrote up a “dossier” full of salacious stuff to pad the warrant application.
