Those turbans look largely unappealing. None of them will be a particularly preferred option for most end game areas as none of them bring any DT to the table, all of them are only 3MDB.
The Haste one might be useful for some mage jobs or new players - decent accuracy (60) and haste.
The Magic Crit II version of the Turban and the stats included makes it basically only useful for enspell with almost no other considerations that I can think of readily. And to use it effectively it looks like some strange maneuvering of other gear slots. If you're willing to do that sort of maneuvering and gear collection, you can probably manage without the Turban and make something else work better when you consider balancing Haste/DT while still boosting enspell damage output (whether through actual enspell boosts or multi attack)
The StoreTP one, again like the Haste Turban, might be useful for mage jobs or new players, as it brings 60acc and StoreTP.
We've been waiting for these besieged updates and what the currency will be used for, and I think for a LOT of the player base these hats are dead on arrival except for lockstyle options, new players, and niche to extremely niche use scenarios failing any augment system or synergy system.
So if this is it for these hats, I think that's a let down, but one I'm not surprised by.

I guess the storetp turban goes nicely with Hoxne Ampulla on mage jobs?

Store TP+10 can have some niche uses.
I usually gear Quick Draw more for STP than damage, and that beats the STP+8 on Ikenga/Malignance. Lack of haste and relatively low Meva/MDEF doesn't matter for that application either.
Heh, also mildly amusing for max STP Quick Draw set... just updated mine and Ischkur Turban is right next to Iskur Gorget.

The zero haste really is not great, there's options, just nothing super worth.
If this was 1 turban with STP Mcrit and Haste, we might be enthused.
But even with all 3 it might be a tough sell. Even as starter gear, over ambu+2

Ischkur's Racc+60/AGI+30/STP+10 is also good for COR midshot sets. Another situation where lack of haste doesn't matter.
Main competition is:
Ikenga's - Racc+40/Ratk+40/AGI+29/STP+8, and PDL+4%. Add up to Ratk+30 and Racc+15 from augments.
Malignance - Racc+50/AGI+33/STP+8, and PDL+3%
For uncapped Ratk situations (i.e., PDL not relevant) and/or for prioritizing TP generation over ranged white damage (usually my bigger concern outside of like... AM3-up Armageddon crit sets), I'll prob be shooting in this on my COR.
So yeah, between max STP for QD AND a good ranged shooting piece, two practical COR uses that make Ischkur seem like a worthwhile addition to your pirate wardrobe.
For RNG, considerably less appealing due to relic head existing and no QD.

Another use for Ischkur... ranged midshot gear for any non-RNG and non-COR jobs.
Shooting with an Ullr or crossbow on THF WAR RDM in some Gaol NM fight? Yoichi SAM builds? The mighty ranged PLD?

To me this reads like defeating the actual NM not in Besieged would give 'additional spoils' - I half expected to see new Besieged accessories in the datamined items. Or it could just mean 'defeat them in besieged and get extra credit' or something like that, hard to say. Anyone killed the NMs and seen anything new or any idea what this is actually saying?

The only thing I can think of that's broken (worth E-Maint for)*, is the deeds bug and they don't want to bring attention to it not even calling it emergency maint (they clearly don't care about the hack itself, just the amount, if that's it)
Maybe the memory leak, but apparently I'm the only one seeing it, so probably not
....maybe besieged is happening too much?

Safe to say that they'll be putting a patch out to prevent packeting this? Only a matter of time before SE gets sick of our sh*t and decides to burn it all down and patch all sorts of packet manipulating.

I don't think they have the ability to change (or even test) such a core, technical change. It's more likely SE implements 10-day bans and brings back Mordion Gaol, before they make a code change that intricate.
Personally, it bothers the extent to which people are using and abusing third-party tools and exploits, especially the Jewels of Feanor. The one I have the most issue with is pos-hacking because it breaks synchronization between the client and server. (On Asura, these synchronization issues are visible every day and in every zone; You can buy seeds in your Mog Garden and they won't appear in your inventory until you zone out and back in).

One busy/lagged-out instance trashing for resources may cause another instance to suffer from a context switch or some other performance hit. IMO this is an urban myth. I have heard various guises of this over the years. "Suffering from context switches" sounds vaguely like it might be relevant, but isn't. There is zero chance a zone on one server is affecting the same zone on another server running on a different instance with no communication between them and no shared logical infrastructure (DBs etc). Even if the server instances are on the same physical machine.
If each server was a thread running under a single global process, that may cause lag in, say, Dyna on Asura, to cause lag in Dyna on another server. But we know that is not the case, and that's a stupid design to have for an MMO with multiple separate servers in the first place.
Lag in busy zones is a factor of the communications model XI uses and there is nothing short of ripping out the network code and replacing it from the ground up with entirely new network code that will fix it.

There is some back end communication process that has had trouble synchronizing for a while. Back when salvage farming was popular, I documented a handful of cases where linkshell messages would delay from 40-80 seconds for a player in a full arrapago remnants. This was happening over 10 years ago.
We don't know all that much about the architecture they're using besides that zone services appear to be single-threaded. There are examples I can think of where one zone could impact others, such as one server hammering the synchronization process and causing others to wait on a transaction. There is obviously shared logical infrastructure.
On the other hand, as a player, I have yet to see any substantial problems anywhere besides the instances that appear to be crowded. Further, there's zero reason POS hacking would be related to server instability. It's not like it takes more resources or transactions to communicate a large position switch than a small one. They'd have to have something insanely weird set up.
