If I recall, go outside and summon the one you have. After that you may have to go back to the starting NPC. Been awhile, I might be wrong.
i tried that, and i cant start the bastock quest, idk why, I have the sandy trust
If you don't have Cornelia, makes me think you didn't finalize the Sandy quest.

Cornelia is the Vana'versary one that you automatically get access to right now, provided that you've completed the initial quest.
Part of that initial quest is going out and summoning the respective trust, but you do then need to report back before it's complete and you can learn others.

Ok, sounds like you started out with Sandy Trust quest. Try this. Summon Excenmille outside, then go back and talk to him again for a CS, then go talk to the NPC that gives the trust quest. After that you should be good to go.
