You don't seem to get it. The policies of Europe are making it very easy for people to travel anywhere in Europe to commit terrorism.
So sure some could be already born in England or France whatever. But a lot of them go to the Middle East and train get funded. Then go back to England etc to kill people.

Your average joe terrorism isn't equipped to build a suicide vest. That requires someone showing them how to do it. Where to commit the attack etc. It doesn't just happen out of the blue.
