Cheer: Snoll!

Hello~
I was looking into cheers from mog garden and Snoll 16% MP bonus was quite tempting and almost too good to be true, checked wikia and bg-wiki both say its 16% boost to MP.
I raise the creature and when I get the cheer the mp boost is nothing
near 16% maybe SE missed a dot? 1.6%?
Am I missing something here? Is there a cap to the mp?

It has a cap, most of the % increases from Cheer's do. I think the MP cap is 20 or 24, similar.
