Anhur 10% > Vanir 5% for PRECAST where haste means nothing. For midcast, Vanir is slightly better unless you can cap gear haste without body, then Anhur would be better. All of that is meaningless if you can cap cast or recast reduction with less than either have (unlikely for jobs other than RDM or WHM casting cures/na's). I guess the more important question is whether you need to carry either piece for any other reason.

Was going to use for Whm precast for all spells. How can I cap cast and recast without either?

I'm not up on WHM gearsets, but WHM/SCH gets -10% cast/recast time from light arts, and 20% cast time from merits, let alone all the other gear that has -cure cast on it like litany clogs and heka's kalasiris. It's pretty easy to cap cast time for whm cures. I'd check out the WHM guide for more specific gear information.

Haste has no effect on casting time, only recast. So precast haste is meaningless, go with the higher fastcast or -cure cast pieces. For midcast on cures, you really should focus on the power and effect of the cure, not the recast reduction.

Haste is enhancing magic, and a really fast cast. Generic fastcast gear is fine, I don't know of many enhancing cast reduction pieces. Recast reduction on haste is handy for keeping up cycles, I cast haste with Vayuvata II because I had it already.
