From what brief research I just did, all Galley Kitchen seems to do is grant a random food item every conquest tally. I have seen nothing about a +5 increase to all crafts.
Its stall, not galley.
Yea, but he is claiming that the kitchen he got from the special dial grants +5 to all subcrafts, not just cooking.
