I have very mixed feelings on the topic. I personally have a preference for women my own age, but I understand some prefer younger partners, especially as they get older.
But different people mature at different rates. One 16-year-old - male or female - maybe be mature enough to make adult decisions regarding sex. Others are barely mature enough to say the word "penis" without giggling incessantly.
Which is why everyone should defer to the law. You're adults, have some dignity and control over your sexual urges. Yes it's arbitrary to a degree to set 18 as some sort of benchmark, but a line needs drawn somewhere, and they drew it there. Cross it at your own risk.
Punishment should be a bit more even though between men and women. Because chances are most teenage boys are less mature than teenage girls. Yet grown women who sleep with them get away with far less punishment. That's not right either.

If you're looking for concrete data showing clear gender disparities in sentencing, you're probably going to have to do a lot of digging. Even the authors of the studies I found say it's impossible to directly compare criminal prosecutions because there are factors that can't be expressed by the metrics. Men and women also tend to commit different crimes at different rates, adding a large margin of error due to small data pools. Study on disparities in sex offense sentencing
Crime for crime, men and women get difference sentences, but it's hard to quantify how or why.

No, these cases are not carbon copies of each other at all. But in general.
Edit: In order to properly interpret my statements you probably need to be aware that I'm of the opinion that sentencing in this country is problematic as a whole for nearly all crimes. Too many minor crimes punished to harshly, too many more serious crimes dealt with in too slipshod of a fashion.
