There IS racist background to drawing black people as monkeys. A long, dirty history of it. In this case, you're drawing upon a pretty ugly spot in EuroAmerican history.
In the hypothetical, there is no racist element to it because there's background behind the drawing. Stupid people would leap to conclusions but that isn't an excuse to call it 'racist'. So if I draw obama as a monkey but didn't draw bush as one, I have to be racist?
If I call my white friends "n*gga", don't I have to call my black friends "n*gga" or else doesn't THAT make me racist?

Yes but the double standard doesn't just deserve to be exposed, it deserves to be fully ridiculed just like that one time in junior high when *ahem* my friend loudly farted in the middle of school assembly and never lived it down.

If this double standard is the biggest one you've got to overcome in life, I'd say your doing pretty well.
That doesn't mean it's okay.
I'm just saying if this outrages you...the idea that you have to think about offending someone before you speak in case someone takes what you're saying the wrong way...I hope you realize how others dealing with more pressing issues may struggle.

I saw a play in Texas. It was hilarious by no intention of it's own. It was this play about the old west. And through the entire thing there was this huge drought. The poor actors were on an outdoor stage and it was raining hard the entire time. If that irony wasn't enough, there was a scene where it finally rains and one of the main characters shouts out and hugs this girl saying "It's raining it's finally raining!" and the entire crowd and even the actors bust out laughing. Was one of the funniest things I ever saw. Sounds like something I watched too.
Was this in New Braunfels?

Dogs are more exciting. You can take them out, they swim, they catch stuff, they hunt with you, generally good with children, generally more engaged in activities. Act like they give a *** about you.
Cats are more passive. Good cuddle buddies, can be fun around the home, less in your face, more suited to apartment life. Equally as loving but less clingy.
I like both as pets but if I had a house and outdoor space it's a dog easily over a cat. Outside those cats raised around dogs, you don't see cats wanting to go on a jog or bring back your game fowl.....

all right. so monkey is a derogatory term for blacks, it's used mostly by sicilians in their... organizations of...family run...small businesses... whose legal... standing... is sometimes questioned... /rubs side of nose
so if you drew anyone as a monkey it would probably be considered racist.
monkey also indicates a the person is a rung down the evolutionary ladder from humans or "sub human" if you will which can also be considered racist against humans.... or monkeys if you are a member of some unknown monkey superiority movement....

I'm not all about that regulating any type of insult/hyper-sensitivity regarding points of discussion but it's damn well known calling anyone dark a monkey is about as subtle as getting a *** from a wolverine.
