Military bases and installations in the United States have been ordered to raise their force protection condition status to Bravo (FPCON Bravo), due to general concerns about ISIS related threats, but not because of any specific threat or plot.

U.S. Northern Command’s Admiral William Gortney ordered the increase in the force protection condition from FPCON Alpha Plus, which is the standard for U.S. military bases.

The order will result in some visible increases in security, though there will also be other not-so-visible measures that will be taken. It is unclear how long the order to raise the force protection condition will remain in effect.

Force Protection Conditions essentially set a baseline for U.S. military facilities to follow for their security. This would include military recruiting stations and offices outside of U.S. military bases. The Pentagon has been on a higher force protection status than Alpha Plus for years.

The last time the force protection status was raised to the Bravo level was on the 10th anniversary of the Sept. 11, 2001, attacks. The higher levels of force protection are Charlie and Delta.

The FP Condition was raised to Bravo “as a prudent measure to remind installation commanders at all levels within the USNORTHCOM area of responsibility to ensure increased vigilance and safeguarding of all DOD personnel, installations and facilities," a defense officials said. "This change, in addition to random drills or exercises, is a mean to ensure that we effectively execute our force protection mission.”

Just 5 percent of the most expensive people exclusively enrolled in Medicaid accounted for nearly 50 percent of all Medicaid spending on such enrollees in each year from 2009 to 2011, a new government report found.

And the most expensive 1 percent of Medicaid-only enrollees accounted for about 25 percent of all such spending in those years.

In 2011, total spending on Medicaid-only enrollees-people who are not also eligible for Medicare-was $281 billion.

The eye-opening findings by the U.S. Government Accountability Office come as the Obama administration continues to urge 21 remaining states to expand their Medicaid programs to include nearly all poor adults

Medicaid is a health-care coverage program for the poor, which is jointly run by the federal government and individual states. Different states have different criteria for who can enroll in it. In 2013, total Medicaid expenditures, which included people who were also eligible for Medicare, were about $460 billion for 72 million enrollees.

The GAO report looked at who uses Medicaid benefits and how. It specifically focused on Medicaid enrollees who are not also eligible for Medicare, the federal program that covers primarily senior citizens.

The agency found that the most expensive 25 percent of Medicaid-only enrollees accounted for more than 75 percent of total expenditures on that population, or about $211 billion.

While the high costs from relatively few Medicaid-only enrollees drove the lions' share of the expenditures, the GAO found that the least expensive 50 percent of such people in the program accounted for less than 8 percent of total spending on such enrollees.

And about 12 percent of enrollees had no expenditures.

George Zimmerman, the Florida man acquitted in the death of teenager Trayvon Martin, has been involved in another shooting incident, Lake Mary Police told local news. Zimmerman was on the receiving end of the gun, and suffered a minor injury.

Zimmerman was shot in the face during a confrontation with a driver, WFTV reported. His injuries appear to be minor.

Police say it appears to be a "road rage incident," according to WRBW.

Zimmerman gained nationwide notoriety after the 2012 shooting death of 17-year-old Trayvon Martin in what became known as a “Stand Your Ground” case, despite the fact that the defense did not use that argument during his trial.

Monday’s shooting is not the first time since Zimmerman’s 2013 acquittal that he has had an encounter with law enforcement. In January, he was arrested for aggravated assault against his girlfriend, but she later recanted her story. He was not charged in the incident.

In November 2013, Zimmerman was charged with aggravated assault with a weapon, domestic violence battery and criminal mischief following a domestic dispute with his girlfriend.

Zimmerman was detained in September 2013 after his estranged wife called the police, claiming he had threatened her and her father with a gun and punched her father in the face.

He was not charged in either of those incidents, either, as the victims declined to press charges.

A Wisconsin prosecutor said he will announce on Tuesday whether charges will be filed against a white police officer who fatally shot an unarmed 19-year-old biracial man in Madison.

Dane County District Attorney Ismael Ozanne had promised to give the public advance notice of the announcement in the case of Madison Officer Matt Kenny, who shot 19-year-old Tony Robinson in an apartment on March 6. Ozanne issued a brief statement on Sunday saying he would make his findings public on Tuesday.

Police have said Kenny was responding to reports that Robinson had assaulted two people and was running in traffic. Investigators said Robinson attacked Kenny but other details haven't been released.

The Wisconsin Department of Justice investigated the incident under a state law that requires an outside agency to lead probes into officer-involved shootings. Ozanne said he received the last investigative reports from the agency on April 13 and has been mulling a decision since then.

The shooting has sparked multiple street protests led by the Young, Gifted and Black Coalition. The protests have been peaceful, although demonstrators have demanded Kenny be fired and charged with homicide. They also have said they don't trust Ozanne, saying he's part of a corrupt criminal justice system that targets blacks.

Police arrested at least four protesters in April after they blocked one of Madison's main thoroughfares for eight hours.
