No. Fair use needs to meet these 5 rules:

The internet has very much muddied the waters of using copyrighted material when profit is not occuring. Pretty much every meme ever is "copyright infringement". In this particular case, Bill Waterson would tend to be more upset if it was altered or sold than shared for free. But that's just the kind of guy he is.
