So although I know it is stylistically borrowing from Japanese animation, does RWBY really count as anime? I'll grant that one of the characters in my list is directly influenced by childhood nostalgia for the British novel on which it is very loosely based and another of my characters comes from a strongly American-influenced anime, but it seems weird to cite an American production when discussing a Japanese artform. My standards may be based on my interest in story and character, the two aspects of a production that are deeply embedded in the authors' culture, not the visual art style.

I suppose it depends on your definition of anime. If we are talking strictly as originating from Japan, then no. Although Monty Oum might be Japanese, I really don't know or care. But if we are talking about the artistic style, then of course it's anime.
I'm not picky, really. I think that any country can love the animation style and make the same artwork, it doesn't have to be 100% purely from the place of origin for me to consider it the same genre of art. Just like I think internet comics (like The Oatmeal and Hyperbole and a Half) are still comics, even though they aren't Marvel or other big fancy "original" comics. And I have the same type of attitude towards anime. To me, it originated in Japan and spread. It didn't originate in Japan and then stagnate there for ages, exclusively refusing to lend its art style to the lowly mudbloods or whatever.
EDIT: Apparently Monty is "Cambodian, Vietnamese, Chinese, and Japanese." According to wiki, anyways. So RWBY is an American anime-style show from a part-Japanese director. Whatever that makes it!
