does this only come from level 70 gear? if I meld say my af hammer from final job quest is that 4 or 3? and if so can I get another hammer or is it gone forever?

I think you can get it rarely from ilvl 55 gear. Also, your AF hammer is probably unconvertable.

Yes u can get these from lvl 55 gear like militia stuff after you spirit bound it the item will be gone forever
