It's probably a lore thing. The homeland of the Tarus is where windy is and as far as I know there is no seafaring in their history. Adoulin is on the opposite side of the world so they would have had a much harder time spreading to there.

Probably not. If anything, I think we're going to see a lot more Galka interaction and stuff. I hope, anyway. Then I will milk it on my Galka alt!
