Can't obtain Hyacinth Abyssite for Tavnazia. Beaten COP 1-3, talked to the guy, he says dont bother with the VW op. Have Limbus access...tried rezoning, not working.

I don't think there is any other requirements. Are you talking to the NPC Owain in Tavnazian Safehold at (H-6) for a cutscene. Have you had any issues with the other ones? Such as Amber or Ashen? Check KI's maybe you grabbed before and forgot u already grabbed it?
Don't have it, have talked to him multiple times. No issues on anything else. I have my tav ring, too...

Are you talking to him on a job 75+? and have you started voidwatch in the 3 cities?

inb4 you need to be registered to a city in the past lvl 75+, adventure's certificate (Rank 3 home nation) and you need a voidstone to star the quest.

Have all of that done. Have a stone, have finished jeuno for quite some time.
Then you might be overlooking something and just dismissing all suggestions.

I had this exact problem.
You changed nations. The requirement isn't actually the Adventure's Certificate like everyone lists for some reason, it's rank 3+ at time of talking to the NPC.
I'm rank 10 in two nations, changed to the last one (rank 1) and couldn't get mine.
