Not sure if you read the books, but the movies capture only the surface of the issues that are described in the books. You sort of just have to assume "this ***is a lot worse than it looks". Maybe the final movies will do better, since they focus on the rebellion and they have two movies to do it in.

I haven't read Mockingjay yet, but I hope the split into 2 movies is justifiable. People bitched pretty hard at Deathly Hallows being split into the camping trip and 'omg final Voldemort fight' films, but that was what the book was. Is there enough substance in Mockingjay to get 2 full length films?

As far as anything literal book->movie, Mockingjay really shouldn't need two movies at all. However, they have a lot of ground to cover that really needed to take place in the first two movies, so it might work.
