Honest question, does universal tools take priority over normal tools? Or does normal tools get expended before universal and universal is back up?

if i understand your question correctly, the ninjutsu specific tools are given priority. you will use them first, then fall back to the category tools. Shihei will be used first, then Shikanofuda if you have them.
