I've noticed they've all cost around 200 for me.

This goes back to something I was wondering the other day. When me and my girlfriend are renting chocos at the same place, hers are typically ~145 while mine are ~200. Is it based off of the amount of chocos rented by the individual user? That would finally explain to me why hers are cheaper.

When I'm 75 DNC they cost more then my 59 WHM, for instance...and when you're 15-20 they're like dirty cheap.

Of course I would ;) #2, I also noticed that her prices went up after she jumped a few levels (got her up to 24 now ^_^). I usually only ride as WHM (50) so I can use tele/warp so I haven't experienced it personally.
