Same as title;

Say Im crafting an item that I'm tier 1 in.. the item requires a subcraft lv 60... will i get a 10% HQ rate? whats the deez here

There are other threads on this topic if you look hard enough, but you need to get T1 for your sub-craft as well.

Correct, and my experience has been the same. I always hate when I'm 51+ levels above the main craft, but only 11+ above the sub or something similar. So if you need a 60 in subcraft, you're pretty well boned and will always be tier 0.
