None of that has to do with Resolution, it's a page about ratio differences, and a changelog for those. The WS calculator on the left specifies nothing about specific weaponskill attack penalties.
What exactly are you looking at? Edit: found the only page regarding weaponskills, it doesn't seem to have any information regarding attack bonuses or penalties. Gobli itself doesn't have that information listed either. Only attack penalty information that I can find is mine from BG. レゾルーション 攻撃力約-?%→緩和 edit2: nvm found what you were looking at. レゾルーション 0.89? 攻-11% Doesn't look like they have that value solidified. 3% difference in attack penalty is fairly large, I'll look over my data and do a few more tests when I have time. What they have for requiescat is at least 2% too high for 100TP. The 15% at 200TP is horribly off too, as it is no more than 10%.

No. 22% is also a bizarre number, it would more likely be 21.875 if it were around there.
I didn't mean that to be offensive, it's just one of those things that can be easily looked over and is always worth checking, jeez. :P
Anyway, as shaky as they are on the ratios, I'm not sure how much I'd trust the information in the first place.
Pretty big mistake though @@ one of the first things I would check, particularly on a WS where the values aren't concrete.
In any case those attack penalties seem high, and the "?" next to some of them denote to me some degree uncertainty; basing something off of them too readily doesn't seem like a good idea. Adding to that, this website is new to me, I am finding it hard to use it as a credible resource atm. The numbers that they have look like hastily thrown together approximations for which to do somewhat reliable maths, nothing more. A difference in 3% +/- attack penalty is pretty huge. Would it be possible that attack penalties on WS apply only to base attack, and not to other sources, or something, and/or cap?
Possible but I personally don't find that likely. Base * + Multipliers * Penalty * Food seems the most secure, but I have no reasonable evidence to support it. An incorrect order wouldn't make much difference in any case, just rounding errors.

And Res: http://yy28.60.kg/test/read.cgi/ff11jobjobplus/1314541339/60-61 I'll see if I can make heads or tails of them. Their reference for Requiescat recognizes 1.0 as the fTP for Requiescat and correctly identifies the ftp transfer property.
That said, I struggle with the attack testing portion: Although they do list a 13-24% range on the penalty for 100TP. That doesn't look very good @@ They're using the full 5 hits first off... attack penalty would be almost impossibly difficult to solidify using all five of the hits. I'm impressed that they got as close as they did.
