99 Ukonvasura WAR vs. 99 Ragnarok WAR? WAR, unless of course we're talking about single-session zergs, at which point the WAR should be using 99 Ragnarok for Might Strikes.

18% attack penalty makes it a fairly dumb choice for a lot of stuff, and if it's only weaker content then LR is going to pull DRK ahead.

Ukon's 300%AM and critical WS is what makes WAR beat DRK, take that away and it becomes unfair unless you're using Mighty Strikes.
