In one of the anime episodes when Kisame meets up with Tobi, his expression lights up as he recognizes who he is, and accidentally refers to him as a Mizukage, then corrects himself and Kisame calls him "Tobi" as to play along. Which Mizukage it is though, is one that probably hasn't been discussed yet, but who knows.

but i thought the 9 tails can be controlled by Madara/Tobi.. ( i forget under which circumstances it has to be) - so isnt the fox mode kinda of pointless right now?
