Predator/Prey co-habitation usually requires that the two parties are raised together from birth. Although some people do keep raccoons as pets, I'm willing to bet the raccoon in that picture is wild.

Usually, but not always. The one in the picture, though probably wild, was still a baby. And is growing up cuddling baby cats. Since they aren't afraid of each other, to cuddle, then they probably won't eat each other.
Unless there is a dramatic fallout between baby coon and its parents, where he has to sacrifice his friend kitten's lives for the honor of the tribe.
But that's religious dabble that we see in the human species too well.
