I go BLM to seal groups even though BLM seals are locked because I don't need BLM seals anymore, and I need seals for something else. Its not as unlikely as you might think.
I know you mentioned it already but theres alot of people like that.
The thing that gets me about these kinds of shouts is, if the person is locking a certain seal, why do they need that job? If they're lotting the seals themselves why cant they go as that job instead.

If you're in a small LS, like 90% of all players in this game, and can't browbeat other people into farming seals with (or for) you, and you had the significant misfortune to level one of the 19 jobs that aren't good for proccing, then you really have no options to get your seals for your main job in a timely fashion other than to go level whm/blm/whatever.
A shorter version of this to answer your post might be: would you prefer people actually show up as COR or PUP when they want those seals? Would you expect people to take a group of WHM, BLM, RDM and SCH to take on Koghatu? Have you taken even one critical look at the design of abyssea, or not so much?

Unless they're going as tank or healer, two jobs I'd rather not trust a PUG person to do. Blm is as easy as the answer to this question being yes: Do you have all t3, t4, ga3, am1, drain, aspir bio , dispel?

if they have two seals still open on Amarok, then... well, first of all, it'd have to be pld and cor, and second, if they're also looking for a whm and blm, then the most likely guess is that the person making the shout is either tanking on thf/nin, or proccing on blu. if it's neither of those, then they're on one of the many useless jobs and basically leeching seals -- but we'll never know now.
Re: all the "why shout for someone to come a job you can do?"
If I've got a couple people in a party and we can cover most jobs, I'll still shout for all the jobs we need. No point pidgeon-holing the current party set and shouting for just one job - might get no replies.
I can go BLM or WHM, Player 2 could go BLM or THF, 3 could be THF or BLU... I'll shout for WHM BLM THF BLU... no doubt SOMEONE will reply with one of those jobs, and that will then decide what jobs the entire party will gear up.
I just do this cos very often maybe there's a shout I'd like to do, but they're only shouting for a job I can't gear up - I like to keep my shouts flexible.
