The only way their delay changes by a greater proportion is if the other jobs in the comparison are already capping delay reduction, such that said other job isn't benefitting from the additional haste at all. This is a valid concern for dual wield jobs and MNK/PUP in high buff situations, but given the way you said that I'm pretty sure that's not what you were getting at and thus I would say that you are indeed wrong.

80% EVA does not replace 100% SIRD.
It does when you're taking 0-10 damage from <EM mobs thanks to Stoneskin, PDT, and Phalanx. You don't need a SID build to AoE burn. I don't even pull mine out when AoE burning. I cast CAEfflux Charged Whisker and then cast my sleep spell in PDT gear, just to be safe. I never have issues with interrupts.

Honestly, nothing is necessary... just situationally useful. Just because you have other methods doesn't mean never getting interrupted isn't awesome. If getting a spell off at all is the most important thing through tons of mobs beating on you then it can be a lovely thing to have. Inv is always an issue but there are plenty of situations where you can put away a couple of inv slots to utilize this.

The point is, there are very limited situations that you would even use this. In fact, I can hardly think of any. Maybe for blu the initial actinic burst when pulling... it's not even worth that though because I can get it off a good majority of the time without interrupts simply by timing it right between swings.
