Slight spoilers below!
I should explain a bit with Baal, he has only been the main villain in the epilogue storyline to Disgaea 3, on other games he is typically a super boss too. He tends to have stupidly high stats he also technically can't die because he is a spirit being so when his body is killed he can switch to another one. (as far as I know he has appeared in 6 different bodies so far.)
20 billion is not 20,000,000. That's 20 million.

Not totally sure if he would class as a villain... He's considered to be evil in the manga I guess... But I would support his methods.
