Not really sure but last time I levelled something I did the highlands to 20 using books and stuff, quicker than grinding out higher exp on tougher mobs.

If you have a dual box or a pal with free time, go to Ifrit's Cauldron, choose the book with a bomb and some monkeys. You stand at the book whilst your dual box or pal goes around killing them and completing books. This is how I levelled to 30 the last time and it took about 3 hours to go from THF11 to 30. Quick and easy and some merits / tabs for your buddy!

I would do Konchtat until 13 then valkurm dune until 20ish, then go to qufim.
