I'd guess it works the same as PS3 where you get a limited number of downloads when you buy it... Can't say for sure though sorry.

Edit: are there parental controls set up to keep him from buying stuff?

When you buy a game on PSN you can only download it on a set number of systems. I don't mean a global download limit XD I know it used to be 5 but I think they reduced it to 3.

It's odd, but it doesn't work, at least for me. For instance, I have Banjo Kazooie on Thynameismagnus, and Banjo Kazooie 2 on MaggnustheGreat. But I can't play them both on the same account. So if I have a hankering for Banjo Kazooie, I have to change to my other account to play it. They're much more strict on that than PS3, I've seen.
