I can see why they aren't but they could do it fairly easily. After 3.3, they could start making Foundation repair like Revenant's Toll and Idyllshire and simply add a ward in as either it's been repaired or due to Ishgard opening their borders it's been built.
They wanted the moving system in the game before Ishgard is added

Limsa - Sunny, probably hot. Pirate chicks will steal my organs. People are drunk on rum. But at least that could lead to that dream with V'kebbe and K'lyhia being a reality.
Gridania - Hippies and allergens everywhere. Have to worry about some *** in black armor tearing my ***down. Less likely to have indoor plumbing. I bet the women there don't even bathe. But at least it looks shadey and somewhat cool. I could shoot antelope in my neighborhood and be bitched at for not using a bow.
Then there's Ishgard.
Ishgard - Nice and cold, cool dragons and ***everywhere. Hilda. I'm well liked there and could easily *** with the inquisitors and get away with it because, let's face it, they know who their daddy is.
