The only real hurdle left is the cost per gram of tossing things into space. If we found a cheap way to throw things up there, anyone could do it and we build up there.

The StarTram ground facility concept is claimed to be reusable after each launch without extensive maintenance, as it would essentially be a large linear synchronous electric motor.
