The rifle Ohji is talking about is from getting the Armsmith rep to Rank 3 as a Warlock. The fusion rifle you got is from Rank 2.

As for the 310 Scout Rifle it is from collecting 45 Calcified fragments and clearing the raid, not in that order.

If you get a second one, don't train them into each other; having the SR Bojack and SSR Bojack on the same team is a good way to get his link skills active. :O
