Because they know they can get away with it, no ones going to pull out a ruler and verify. It could also be bad eyeballing, Ive had conversation with women and them giving out measurements with fingers or hands of how big things are, 3 5 8 10 inches(nothing perverted, just general things) and all being wrong.

Funny enough, my girlfriend told me she did that once lol...pulled the ruler right on the spot. Cheeky one she is.
You can actually find rulers that are notched slightly smaller then they are meant for just for those times, although it doesn't help if they bring their own.

Yeah I just noticed I had got like 2k+ dilithium... hard to tell if I have more EC :/ (sitting at like 400k+ >.>)
